Area Code 563 came into being for serving the areas located at the corner of east central and northeast region of Iowa - State of United States. The particular code was created in 2001 when area code 319 split off because of the lack of available phone numbers.
It was a matter of debate before implementing the new code -- either to split the area or to overlay the exhausted area. Mobile providers were supporting the idea of adding an overlay and the only reason was to avoid reprogramming the existing mobile numbers. However the final decision by NANP (North American Numbering Plan) was to split off the exhausted area geographically.
